I need the fuse location for the instrument cluster on a 99 jeep wrangler Sahara. The gauges are not working.

Book of Owners Manual, Pg. 202 Verse 10:
"And Lo! Thou shalt fine the Fuse of Cluster Instrumentation in cavity 10 of thine fuse panel situated in the valley behind the Compartment of Gloves. Within, thou shalt find a Crimson Red fuse with amperage of 10"

I put in a new 10 fuse and they still don’t work. I just put a new battery in and they were working prior to new battery install.
"Finky" battery connections/grounds have been proven to cause issues with the cluster/ignition switch circuits. Are you sure that you have solid connections at the battery terminals after replacing the battery. I'm a firm believer that there are rarely coincidences like something else failing exactly at the same time you changed the battery.
Do your courtesy lamps work? They are on the same power as the cluster memory which is from the IOD fuse (#20, 10A) under the hood.
I know the gauges in my 97 don't work if that fuse is removed.
