Hardtop bolt spinning

The hardtop tie down directly behind the driver side is just spinning. The block is not moving. Just the plastic top is turning, not the bolt. Not only is it in a terrible spot!

What am I missing? It’s an 04. Not sure if this is the factory top or not.

Reach under and push the T bolt upwards until the T portion gets back into it's channel and stops spinning.

While maybe very slightly faster, I would ditch those knobs and use the original hardware (if you can). Nothing quick about that hardware when this kind of thing happens. If the plate nut isn't spinning underneath, I would suspect the plastic knob is stripped out on the threaded stud. Either cut it off or, what I would try first, remove the plastic knob from the stud and use vice-grips to remove the stud.
