Heel toe wear on tires

Please refresh my memory. I’ve been issued a used work truck that is supposed to have had recent maintenance. The front tires show heel toe wear on the outer lugs. Viewed from the side, looking at the top of the tire, the front shoulder of the lugs are higher than its rear shoulder.
Have these these tires been rotated or are they passed due?
It hasn’t reached alternating lug stage yet.
I rotate my own tires frequently so I don’t see much of this.
 
There are several issues that can result in heel/toe wear. Most likely the tires haven't been rotated or have been incorrectly inflated for a while. It could also be just a result of use if the truck is used for P&D or other frequent stop and go operations. I'd document it with your supervisor and make it their problem.

I was hoping someone could say for certain if the wear pattern as stated is that would be found after a long period without rotation or if it’s the opposite, as in just rotated and not yet worn down.
You can’t trust garages to do the right thing when it comes down to expending effort.
