Help diagnosing horrific wind noise

There are 2 slots on the upper edge of my windshield. Both can hold the hard rubber fin that secures the top. When I insert the fin into the lower one the sides hang out but there is negligible noise. When I insert the fin into the upper slot it looks nice and purty but the wind noise is excessive. Any one else notice this?

When I insert the fin into the lower one the sides hang out but there is negligible noise. When I insert the fin into the upper slot it fits cleaner but the wind noise is excessive.
Any one else notice this? I do see the gap that this creates and am thinking of covering it with some wide 2" wide hook and loop material I have in stock. Will let you know if this helps. any other input appreciated.

2 slots are not normal.
It's more likely someone added a second hole to accommodate a different top and/or seal.
