High brake light not working

Any tips on getting it going.
1. I put the missing #4 fuse in, fixed the dome light but not the 3rd brake light.
2. Im checking for voltage, behind the contacts at the rear right side. This is with alligator clips. Not familiar with these type contacts. How far can the aluminum contacts be pulled out before the internal circuit is lost?

Clean both sets of electrical contacts with electrical contact cleaner or scotch brite, then disassemble the third brake light and measure for voltage inside the brake light housing.

I can't get voltage at the contracts . Just seeing if anyone had tips.
