Here is how I transport my fishing gear with my TJ. I can even camp in it. It has propane and a battery, so I can clean and cook the fish right there. it also hauls my Yam Raptor 700 quad, if i want to use my quad to get down to the fishing hole.

On my "long" list of projects is the conversion of a MOPAR ski rack into a fishing rod rack for my LJ. It should be an easy thing to do. These were available for TJ's & LJ's and bolt on to the spare tire. They are simple, light weight, lockable, easy to put on/take off and cheap. I paid $20 for it. With any kind of luck I'll be able to preserve the MOPAR sticker that's on it.

Like $15 in PVC and 4 zip ties. I've since spray painted black and moved the holders to be on the outside (rather than against the tire in photo) and it works great. Just lifts up over the spare so no tools to take it off. Also doubles as a rod holder on the ground in the garage.
Like mentioned before, if you have long rods just be careful of trees and low bridges.
