Hubs not spinning freely?

Replaced my rear wheel studs on both sides today with longer ones. Thought it went well, but when I put the drum brake hub (not sure of what the real name is), I noticed the wheels would spin about halfway then get stuck, almost as if the brake is engaged (I checked emergency brake and that’s off).

With the brake hub off, everything spins freely. I didn’t take notice of what they did before I took it apart, but with both wheels off the ground, is it normal for it to stick like that or should it spin freely even with them on? Any advice?
 
Drum brake shoes are supposed to rub slightly on the brake drums, what you described sounds normal. Disk brake pads rub on the rotors all the time too.

Ok good to know, when spinning the wheel about how much rotation should I expect for it to be good. After a decent push I get almost one full rotation.
