Inconsistent fuel gauge and slow start

Have a 98 TJ with a bit of an issue. If the car has been sitting for a while and you go to crank it over, it takes a good few seconds to start up. If you turn the accessory power on and off a few times before starting however the car fires right up. Additionally, sometimes when you turn the power on, the gas gauge doesn’t move, other times it goes all the way to full, and yet other times someplace in between, despite the tank constantly being full.

Any idea if these issues are related and what might cause them?
 
Sounds like the check valve in the fuel pump is leaking.
 
Possible as the sending unit is a component of the fuel pump module. Drop the tank, remove the module, plug the harness back in and manually actuate the float on the sending unit while a second person watches the fuel gauge.

Are there any good aftermarket modules I can order ahead of time if it needs to be replaced or should I try to source an OE?
