Is 45 psi at fuel rail enough?

2001 TJ 4.0 auto. I get misfire codes when I go on the highway. Never around town. Checking all the usual culprits but checked the fuel pressure today. 45psi at starting and stayed there when I revved to 3k rpm (in park). I know the FSM says 49.2 +/- 5, so I’m within spec, but at the low end. Could that cause misfires when I’m at highway speed?

The fuel pump runs at a constant and is within spec's so I would not call that a red flag.
