I'm in the northeast and I've seen (and own) jeeps with frames that don't look nearly as clean as southern or west coast jeeps, but are structurally sound with no rot or patches anywhere. In this area you really have to check them out good. Most are junk, but occasionally you will find one that for some reason is good, though it won't be all nice and black like the southern and west coast ones.
Now, for this one? I wouldn't touch it. I saw that patch immediately and there is something going on with the frame area above the skid. I've actually seen people BONDO rusted frames, undercoat over the bondo and send them to auction. I won't touch a rusted or patched frame TJ unless I'm looking at it for a parts rig, and then it has to be very cheap, $2k max or less depending on parts.
$12k for this? Not from me.
