Is this a red-flag: broken frame welded together

My friend is trying to get a TJ and this was the picture he send me. The frame is little wired. There is a velding or some sort of additional clamping. Could one of you take a sneekpeak and tell me what is that, a broken frame welded with a metal. Looks like the frame is repainted with black to me. Any help would be greatly appriciated.

Super thanks brother, thats very helpfull..you are absolutyly right, it's an LJ unlimited. With you experience, is this a good frame ( I know it's a dumb question to ask), just looking at it

From those pictures it looks like the frame was spray painted. Could be no big deal, but if I was buying I’d be curious about what they were trying to cover.

Put fingers in those frame openings and feel for rust flakes. Better yet use a bore scope and take a look inside

Like these guys said, the devil is in the details. It looks oddly clean - but that isn't impossible, I do not see any obvious signs of rust issues that would make the texture poor; however a look inside will tell you everything you need to know about that frame.

Take an endoscope to the inside of that frame.

Painting makes them look a lot better. I actually use a bit of high heat grill paint on mine. It’s not a shiny paint like that is. The dull finish looks more natural.
Like they say above, stick your finger in the frame holes and feel for flaking or take a wrench, screwdriver and tap on the sides and look for weak spots.

I need to repaint mine. I wasn't happy with the color of the $1 a can Walmart paint I used 7-8 years ago. I bought all they had on closeout.
