I have a 1997 tj and I’m looking into buying a 3.5-4 inch lift kit. I’ve seen rough country but after reading reviews I’m not pleased. So could anyone help me out with lift options?

I intend on daily driving and being able to go of road on the weekends to light rocks or some muddy trails and my budget is pretty much no more than three grand
What else is in your budget of 3K, Wheels, Tires, Shocks, Steering ?? If it's for just a lift kit and shocks I would recommended looking at Currie or Savvy for the for kit and Ranhco RE5000 shocks
I would be running a 33 inch tire and that would be in the budget as well. What about a metal cloak 3.5 are there any complaints for that. My budget for a lift and shocks would actually be closer to 2-2.5 thousand

Yep, if you pair that with a set of nice shocks, you'll have a one and done lift that is arguably the best bolt-on lift you can get for your TJ.
Does that kit come with everything I need or do I need to get some extras along with it I am going to do an sye and a cv drive shaft
You would need shocks, and a SYE and CV driveshaft. But no lift kit out there includes the SYE and driveshaft.
Take a look a Zone too, they have pretty good options and you don't have to piece stuff together. Unlike almost every other manufacturer they actually follow the advice you'll find on this site about how to put together a lift. You don't have to spend your entire budget, plenty of people run these kits and are happy.

Don't get the MetalCloak kit (I have it), the springs and track bars (front & rear) aren't worth the money in my opinion. I've heard good things about the zone lift (combo, 3" SL + 1" BL) and for your intended purposes, it sounds like it would be a fit. Savvy is hands down the best, but it's spendy.
Rancho RS5000X shocks are also a good alternative to the Bilstiens.
I'm assuming this was relocate and pitman drop arm? I'm not familiar with all the kits, but i would assume it comes with a new track bar bracket. And you do not want a dropped pitman arm.
