These blocks are on my 2004 tj and I was wondering if it’s stock or a lift?

Yeah they measure an inch and a half but nothing on the rear springs. Maybe to level it out?

That very well could be possible. Measure the front coil spring minus the cushion and lift puck. 12" is stock.
Is your jeep's stance level? If those are 1.5" pucks in the front and none in the rear, then you have some very tired out front springs. For them to sag more than an inch is a lot.
