Locker Question

So I have E-Lockers front and back. I wanted to check wheel spin in dirt today. I stopped and did a power brake and both back wheels spin with E-Locker off, why?. The locker works correctly because if I turn it on in the street to check it "only" and go around corner the tires are squeeling/slipping in street around corner turn it off and it goes away and drives normal. I thought e-lockers where open diff not limited. Anyone know?

An axle with an E-Locker installed is fully open when it is unlocked. Don't forget that even on open axles both sides ALWAYS receive an exactly even 50-50 power split... both sides are driven equally. Really, always, 100% of the time. So with even traction on both sides, both side's tires will spin on an open axle or one with an LSD. Every time.
