Looking at a Jeep, need opinions on this frame

Get the hell away from that. That frame is patched, and not remotely well.

My dog can lay a better weld than what's on that frame.
You are in the rust belt. You need to be SUPER critical of any rust or attempt to hide rust. Always look inside frame too. It will often show what it really is like. Anything above some intermittently spotty light rust is a no-go. If you see any odd welds on the frame, no-go.
