Anyone else have this issue. Highest setting blows ice cold. Lower setting don’t work except randomly sometimes when moving. Did I get a faulty resistor or is there some other issue?

It's is generally going to be the resistor or the fan speed switch so it's kinda choose your poison. I would suggest removing the hvac panel for inspection as they are known for melting as the components age.

Did you have to replace the whole entire unit or just the switch? Your post confused me. I have an 06 by the way
The speed switch is replaceable.
Typically as our Jeeps age the blower motors actually wear out and along the way the current draw will increase over time and that is why the resistors and fan switches fail. That's why I suggested inspecting the panel rear for any damage as it will be evident.

I couldn't find just the fan speed switch (which wasn't surprising) so I bought a complete unit on eBay. I then took the fan speed switch off of the eBay unit and put on my HVAC controls. I did it that way because I had changed all my bulbs to LEDs so I didn't have to change them all over to the eBay unit.
If you find a unit off of an '05/'06 Wrangler without A/C, you can use the fan speed switch on it too, that particular switch is the same.
My use of the word canned may have been confusing? Sometime I still talk like I'm in the military, where we would cann (cannibalize) parts off one aircraft to fix another one. It confuses and drives my wife crazy sometimes. But she does the same to me with nurse/medical talk. LOL
