Should the bottom snub be supporting the tire or just pressed up firmly against it?

Just pressed against it. You’re just trying to minimize/eliminate flex/vibration on the tailgate/tire mount…

Just pressed firmly against it. The screw that holds it isn’t really capable of supporting any weight of the tire.
