New fuel pump assembly issues

hey gang, i just installed a new delphi pump assembly on my tj and it seems to be worse than my old one that was loud and on its last legs. I'll crank n crank, do the off/on accessory trick to no real avail, then all of a sudden it will just turn over with no issues while driving. Now i did neglect to see which direction the arrow is pointing on the top of the assembly,

i guess my question is; is there a way to trouble shoot this issue without redropping my tank? could it be a vaccum line or maybe the old fuel line got badly manhandled when i done did it, or is that arrow ultra important,

What psi should it be at and can i check with an air tire gauge or do i need a special gauge to check?

i know i'm probably gonna have to redrop the tank but any thoughts in the meantime?
 
To test the fuel pressure at the fuel injector rail; there is a test port with a screw on cap on the fuel rail.
Depending upon the year of your Jeep; the test port may or may not be present.
You can purchase a fuel pressure gauge kit at Harbor Freight or on Amazon.
You can not use a tire gauge; gasoline will spray out.
You can test the pressure with the ignition to ON, but not running and the pressure should be approximately 50 psi.
