New harmonic balancer wobbles

i had a weird issue, 02 TJ with 4.0, just installed a reman engine and the HB pulley was squeaking and wobbling, so i thought i got a bad one, so i replaced it just to have the the same noise, its like a belt chirp, i know its the crank pulley as i removed the serpentine belt and it still squeaked when it was the only pulley turning. so i replaced the timing cover seal, with a fel-pro, it it gone for now but the new HB pulley wobbles more than i think it should...torqued to 80 ft lbs. also this new engine seems to have less power than my old one with 190K miles on it...can the end of the crank be bent...then engine seems to run pretty smooth and there are no weird noises from the engine.
 
The chances of the crank end being bent while not impossible it is highly doubtful.
If you install another new harmonic balancer and the same problem exists; then I would remove the harmonic balancer; find a way using a crayon or marker rested near the crank as you spin the crank to see if there are points of contact and no contact indicating that it's bent.
