1998 jeep wrangler tj 4.0 5 speed. I have no power going to the fuel pump. Has power going to the fuse ( number 11) and the fuse is good. Changed the fuel pump relay and still nothing. Need help. Thanks

So you have power to the fuse but no power to the pump. That means it's time to trace the wiring from the fuse to the pump, as somewhere along the way there is a short or a break in the wiring.
Separate the fuel pump harness connection near your left rear tire and get a volt meter on the vehicle side connector to the fuel pump. If I recall the 12v supply wire to the pump should be a dark green/white, see if you get the momentary 12v at the plug.
