Offset and backspacing—why do these two things contradict each other?

Why do these two things contradict each other?

6” wheel with 3” off backspacing = zero offset.

This chart indicates differently. The way I read it, 3.5” of backspacing = zero offset. What am I messing up?

Generally because the top picture is wrong. The inside of the rim is the width and the chart assumes the width of the lip on the rim is 1/2" similar to a 15" wheel being 16" in outside diameter. That's why the chart isn't what you'd expect.
 
So the chart is a very specific chart for a 1/2” lip?

The chart is just an estimate and seems to be using 1/2". This is probably part of the reason using backspacing is good, there isn't any guesswork. I think it can be helpful to understand how everything fits together so you can have a reasonable discussion with anybody about wheels regardless of the terms they use.
