So I am putting together my lift for my 99 TJ and my plan is to go with an OME HD Spring set and I was looking at the other lifts kits with 2.5 springs and noticed all they include are springs and shocks.

I am planning on the following lift:

1 inch Prothane Body lift. (I like the fact that you replace all the hardware versus the pucks)
1 inch Brown Dog MML to compensate for the lift and driveshaft angle.
2.5 OME HD Springs
Rancho RS5000X Gas Shocks ( I have heard they are just as good if not better than OME or Bilstein)

I am going to run 33' inch tires.

Do I really need anything else? I am sure adjustable track bars etc are great but do I really need them?

That should be all you need! You may or may not need to lower the transfer case slightly (which can be done with cheap washers), but the MML may angle the drivetrain downward enough that you don't need to lower it. You'll just have to install it and see if there's any vibrations after.

Yes, you could get adjustable track bars, but I don't usually recommend that until you get over 2.5" of lift. The axles will be off center laterally so little that it will be hard to notice, and it won't cause any harm.

But, adjustable track bars certainly don't hurt.
 
If you do get an adjustable track bar make sure it will work with the lift. The two that I know to fit 2.5" are the Metalcloak and JKS. I run the Metalcloak with my OME 2.5" and have been very happy.
