Opinions on (semi) repaired frame? 2000 sport

Currently talking to a local guy who works on jeeps for a living. He says frame is solid, but he patched up a few areas, as you can see in the pictures. I’m not too worried about the patch, more worried about the bubbling that seems to be appearing in other areas. Is this something I can sand down and coat? Just wanted some opinions on the condition/repair job. I’m a relatively competent mechanic, but I’m clueless when it comes to body/frame. Before anyone says not to buy a repaired frame, for budget and desired mileage, my only option really is this... or a 4 cylinder lol. The car is immaculate everywhere else.

As much as I see people say stay away from so many Jeeps regardless of the little surface rust they see, I'll jump right in this thread with RUN from that one.

All the visible chunks between the skid plate and frame along with how thick the frame "looks" in the hole in the 5th picture say it all.
