Paint texture on my new bumpers

My new to me less than 1 week jeep has this black paint rough texture on front and rear bumpers and wipers.
Does anyone know what this is ?
I hope this isnt hiding some rust surprise somewhere... :-/

It looks like Rustoleum's 'Hammered' texture paint.

Most likely a PO's choice of paint. Not necessarily hiding anything. If you plan to change bumpers anyway, no big deal.

I'm not judging you but to help you, and anyone, in the future, I have to say: You should have checked for any potential rust about a week and a half ago.

Anyway, considering it's just the bumpers and wipers I wouldn't be too worried about rust. Even if it shows up as rust in the near future the bumpers are thick enough they'll just need sanded and repainted.

Oh wait a minute, I see you're in TX. How do you even know about rust?
