Plug in wire harness

I replaced the bezel with the cig lighter and switches for rear defrost and wiper and found this plug in the harness with them. Any idea what it is for? I have looked at the front if the TJ and do not have wires for the fog lights with the blinker harness. 99 TJ The black plug with orange and green wires

Not familiar with the 99, but I would think the fog light switch plug would still be part of the dash harness even if you don't have them.
Assuming that's where the fog light switch is normally located. (Mine are on the column MFS.)
Are there 4 wires on the plug?

I believe so for 4 plugs.

I meant, are there 4 wires (blk, grn, org, brn) on the black plug?
If so, that's probably the fog light plug.

I'll look tomorrow. I'll do not have plugs at the marker lights for dogs so didn't think it would have the switch wire

I think there were 4 wires. And yes that 3rd spot on the bezel is where the fog light switch would be
