Rear Bumper / Tire Carrier Identification

I purchased this '05 TJ/LJ in Grand Junction, Co (it is a Colorado Jeep - I am the 5th owner) in April of this year. It had this tire carrier rear bumper on it. I am trying to identify the potential manufacturer. I am assuming it was installed in the late 2000's

Features:
1. The locking latch is unique and haven't seen one like it
2. It bolts on, with 2 bolts on the bottom and into the frame, similar to the stock bumper on each end it has 2 bolts with a bracket from the back side through the bumper mount, and also has 2 mounting bolts on the back side inside the frame. It appears that a bracket on each side in alignment with the frame that comes up and over the top so that the bolts can draw the bumper up tight and hold it (this bracket seems to be unique to this design)
3. The post above the tire carrier actually is bolted on
4. The tire carrier mount is fixed and does not adjust up and down
5. Though it had a hitch receiver, it dd not have any kind of safety chain attachment points

Any help would be appreciated.

Yeah, I'm guessing that's a Shittybilt Chinesium bumper.

That's what i thought...i have had some mods made to it from my welder, its at powder coating now for a refresh. I'll post some pics after the re-install. as well as starting a thread on the total mods i've done.

After pics after mods and powder coating. The angled welded steel in the corners of the tire carrier really strengthened it. Added the D Rings, safety chain loops, and had the hi-jack bolts welded into the plates. The upright post was welded and extended to add bolt points for the tire carrier mounted RockHard Rock Basket. Think it really turned out well. I considered the RockHard bumper but the way the LJ frame is the heavy duty frame brackets did not fit (thought I could use them with this bumper, but returned them).

I'll be posting a thread with as purchased to completed mods to date, lights, fuse block, RockHard front bumper, interior switch panel upgrade and more.
