My rear seat will fold forward but not tumble. The left C-latch (looking from the rear forward) will absolutely not let go. The cable engages the latch mechanism, but the latch will not release from the floor. I've tried the coat hangers and screw driver tricks; still won't budge.

Yes, I even had someone sit on the seat to try and get it to pop. On the C clips that lock into the floor, it seems to have a two part motion. Half of the clip rotates up and is supposed to grab the second half which then releases it from the floor, but it never engages the second half, regardless of pushing, pulling or prying.
Must be a fancier version than mine. My 2001 has no cable, just a simple release lever on the LH side. When the seat back pivots forward, the dogs at the bottom pivot rearward to clear the recesses at the seatbelt anchor points. Then the whole thing rotates up and towards the front.
The release is located on the back of the rear seat, at the top in the middle. The cables are intact and engage both the left and right side on the floor, but only half of the left-side c claw disengages, leaving it secured to the floor.

Kind of the same problem - - ‘99 Jeep Wrangler TJ driver seat folds forward but will not lift and tumble. Any suggestions?

Some driver seats don't have the tumble option, mine doesn't.
Seems it wouldn't go far with the steering wheel anyway.

It used to tumble forward and now it doesn't. Just was wondering if others had their driver seat stuck as well and if there was a fix.

Sure there's a fix. If it used to tumble you need to check the cable operation under the seat. I'm sure you've made sure nothing is under the seat stopping it from tumbling.
Was wondering if anybody has an answer to this question yet. I am having the same problem in my 04 as Cory. The rear seat is laid down, but will not flip forward because the claws on driver side won't disengage.
Just posting a similar issue. I've got a 2006 and the rear seat folds down but won't tumble. No matter what I do I can't get the latch to disengage on the passenger side. Exam from all available angels doesn't show anything jammed in the mechanism but the latch simply will not swing rearward and up enough to clear the striker. It simply will not move. If we can't figure this out soon I think I'm going to cut the striker to free the seat . Then I'll take it apart and figure out what's up. I think I'll find a new striker before I go cutting things . It's difficult to believe there's nobody out there who doesn't have an answer!
