Rear Wiper / Defrost Issue

Good morning. I bought a 2002 TJ a few months ago and am pretty much done working out all the little bugs from the previous owner. I am down to one issue I cannot seem to figure out and would like any help you all could provide. My rear wiper and defroster is not working on my hard top. The washer fluid comes out when I push the switch though. I took a test light to the wiring harness that hooks to the hard top near the back and I am getting just one hit for power. I have checked the fuses at the glovebox and under the hood and they all seem fine. Odd that I am getting power to one lead in the back but nothing on the others. I cant imagine both the defrost and wiper switches are bad, especially that the wiper switch does activate washer fluid. I have searched many forums for this and see a bunch of things that are similar to this issue but not exact (at least that I have found). Any ideas??
 
Have you browsed through the FSM and checked out the factory wiring diagrams by chance?

How many leads are you supposed to be getting power to?
 
On my 98 XJ I had a problem with the rear window defroster not working after several years of owning the Jeep since it was new. I traced the wiring with the help of the factory wiring schematics thru several connectors and found the reason to be a timer relay that is built into the back of the instrument cluster.
My suggestion is to check the in the TJ Resources section FSM wiring schematics in 8W-40-8 and 8W-48-2 .
This will also assist you to troubleshoot the problem
