Replacing door hinge bushings

Still working on my TJ. This time I’m replacing the door hinge bushings. Got the old bushings out but they are shorter than the replacement bushings. The new ones are also loose up top but don’t fit in the bottom. Looking down into the hinge bore it looks like there is a little shoulder where the old bushing sat. I’m wondering if these are the aftermarket replacement brass bushings that require drilling the hinges?

Looks like the ones you bought are either ABS or delrin. I replaced mine with the delrin version from ebay and they were well made. I'd prob just trim what you have and make it work.
 
Tough to say with the 99. I have a 97 but doors are from a ‘02. Can you remove your old ones first?
