Should the U-joint seal spin?

This feels like a stupid question to ask considering I used to do this for a living, but I've been jockeying spreadsheets and clicking mice to too long I guess. Took the rear driveshaft out and changed the u-joints with the sealed Spicers everyone here recommends... Should the white plastic grease seal be stationary with the cap or spin with the joint body? Couple of them do, couple of them don't.. Everything feels solid and joints are all rotating smoothly without binding, clips are completely seated in both yokes. Just caught my eye.

Those I have seen didn't turn but I didn't really try hard or to force them. So, they may have turned with a little effort. Their purpose is only to keep crud out of the bearings... as long as they are seated properly and the seal isn't damaged I think you should be just fine.
