If you repair it, then you shouldn't need to reinforce it.
Make sure the tire snubbers are up against the tire to reduce vibration.
However, if you're carrying an oversize tire, then look into the Morryde tailgate system.
I was wondering what size tire you hang on it. Mine has had a 32x11.50 hanging on the factory tire carrier for 24 years with no issues, and that has been a lot of Arizona rocky desert trails and no mall crawling. As noted above, mine is snugged up against the bumpers so it doesn’t move around.
