Starting problems

Ive been fighting a starting issue for months now, and its very aggravating as it continues to get more complicated.

Its a 2002 wrangler 4.0 no click sound when starting.

it has a good battery..
starter has been tested at an auto store and is in good condition
grounds for starter are clean.
battery connections are not corroded and are in good shape
the dash board gets lights and gauges work
I've replaced the relay, the clutch safety switch, the actuator pin, the ignition. non of the wires have been chewed through (no field mice), or have been melted through.

the new occurrence is now a brief blinking engine light that throws no codes at all.. the engine light has always been on if my engine was not running and has developed to a blinking engine light (which i know is suppose to be serious), but even prior to the jeep not starting again, it never threw any codes. whats weird is how the CEL developed to a blinking CEL when the engine hasn't even ran for a few months. the oil is fine and all the connections seem snug for wires and the spark plugs.

im so so lost at this point
