Tape/Foil on Hinges - keep or remove & paint?

These used door hinges are in otherwise rust free shape, just what looks like build up on the foil backing tape on the backs.

Would you remove the foil and prime with a 2k primer or just leave as is and get them installed back on the jeep?

I could sandblast the foil off or sand off with a light flap disc.
