Transmission dipstick

Has anyone seen this before? Excuse my ignorance. What could have caused this to the transmission dipstick? It doesn't seem normal to me. It looks like dry and hard ATF from a long time in there.
 
Could be water down the dipstick.

Could be cooked ATF.

Could be the o-ring holding the tube in the transmission has failed.

Hate to see the inside of that transmission...I'd be tempted to drop the pan.

That certainly does look like it could be "dry and hard ATF" but it also looks like that scary stuff called rust.

Now we need to know more, like how does it feel and what does it take to scrape it off?

I haven't removed it but I've tried scraping it off with my fingernail and it seems to go away, it seems ATF to me. The rest of the dipstick is fine, it's just that part. Where the measurement shows is clean and without stains. Someone responded on reddit TJ that it could be condensation entering through the oring of the dipstick. Can this be possible?
