Transmission problem!

97 4.0 automatic
It shifts fine 1-3 but when shifting into 4th (sometimes but not every time) it doesn't want to shift, it just revs high till I let off the gas and tap it a few times and then it'll usually shift. I've read on here that sometimes it's the TPS but I've checked it and it seems to be working correctly, I did notice that there seems to be too much trans fluid in there, not sure if that could be the problem or not...any ideas??
 
Your automatic is a 32RH which is a 3-speed. Some get confused when its torque converter locks at cruising speeds which reduces the rpms by 100-150 and believe it is a 4-speed.

You can only check its ATF level with the transmission in Neutral and with the engine warmed up and running. Check it that way and see if it's low or ok.

Ah ok, I didn't know that about the torque converter. But I did check it with it warmed up and in neutral and it was still well about the max level. I just bought the jeep a week ago from an older lady who said she spent $500 at the transmission shop changing the fluids and what not, I wasn't sure if they over filled it or maybe didn't change the filter or something like that may cause the issue.
 
Hopefully they used the right ATF which is only ATF+4.

The torque converter unlocks and locks more often and easily than the transmission will shift gears. See if that accounts for how it drives now that you realize it's not really shifting into a 4th gear. All modern automatics have torque converters that lock which reduces slippage which also makes the transmission run cooler. :)
