Transmission skid plate bolts are very tight

I wanted to loosen the bolts on my 2006 Jeep TJ transmission mount plate, but I find these bolts are really tight, afraid I'll bust them if I use too much force. The Jeep is a new Mexico jeep and I have no signs of any frame rust anywhere. Very clean inside and out. Any advise how to get these bolts loose? Maybe soak with WD 40 for a few days since they have been in for 13 years as far as I know?
 
WD40 won't do anything.

Soak them in Kroil or Liquid Wrench if you want to make a difference.

If and when you get them out clean the threads with a small wire brush and apply a generous amount of Never Seeze before re-applying them.
 
Clean the bolt and the nutsert threads out. Both of them.
I use brass rifle bore brushes of different sizes on a cordless drill to get all the rusty bits off the female threads. They are cheap and easy to find and can do a great job cleaning the inside of nuts and other inside threaded parts.
