So figure this one out. The turn signals work while the key is in the on position but not when engine is running.
The fuses are good. The signals are new LEDs, but had LEDs before with a working flasher relay. The hazards work either on or running. You can manually trigger the flash.

Well that looks like a fun one tontackle-

might be good to put original style bulbs in to remove that variable while trouble shooting.

check to seen if you have power at the fuse with engine off and running- radio everything else work as it should - maybe a ignition switch issue?

check the flasher/replace- coincidental failure?

after that I am think the FSM schematic and a test light and check that circuit.

thats about all I have to offer

The OEM parts are long gone.
I have not checked for power at the fuse, but all other things work.
I pulled the fuse while the left signal (then the right) was flashing (in the on position not running) and it stopped flashing and started again when replaced. If the flasher relay was bad the hazards would not work. I already replaced the MCM.

I have a problem with my lights, depending on the position of my high beam switch. If I push the switch forward, one click, my headlights go out. I can imagine that switch might cause my hazards to go out too. But, my fog lights will stay on in all positions. It is sometimes difficult to get my high beams on too, depending on the position of that switch. Sometimes using the signals, I might bump that switch back a click without realizing it, and then my headlights won't turn on. I had to darnest time figuring it out. Maybe you need to check the positions of the headlights switch. Maybe, this is your problem. Just a suggestion.

Any updates on this? I have the same problem and I can't figure it out. I'm hoping it won't be an issue when sending it back to the U.S.
