Is the 99 wrangler the oddball year you cant do the key on off 3x while holding odometer button to get cel code

Mine is an 01, I don't need to hold the odometer button, it just works by doing the key-on/off sequence. Maybe that's your problem?

Yes, it's one of the few early years where that doesn't work. Even if it did you don't hold the odometer button in while doing it. 98-00 are the years where it doesn't work.
