Water in floor passenger side

Hey everyone i know this may have been a topic once before on here but can't find it. for about a year now have water coming around passenger side floor from under the dash. I replace the foam seal with silicone and still having the issue. I'm not sure if it's coming along the top of the vent into the A/c intake and dripping in or what. Kind of stumped on it. Any ideas on how to fix it. The first time I took it apart I cleaned out the drain. Second time made my AC vent drain little larger and last time did silicone and tried to fix my second mistake by making it small again.

mine leaks from the HVAC foam seal. Next time it rains sit in the passenger seat and see if water leaks from the foam seal

That's what it looks like he already tried, with all that black caulk!

I also tried to caulk the base of my air intake, but to no avail. I still am having water leak into my passenger floorboard.

I'm taking about the housing inside. He caulked the top portion in the cowl vent.

Naw I didn't do that I should of when I had it all out doing the heater core. I also cleaned out the cowl drain.

Hi there, I recently bought my 1999 tj. No surprise. The passenger side floor pan is rusted through. I cleaned out the drain under the wiper motor. I caulked around drain because the gasket was gone. I removed the cabin air input housing and found it need to be caulked as well. I also found the gasket around the lip of the cowel pan to the air input duct need work as well. With all this completed I have still got a rain water leak. Next I'll look at the in put gasket on the firewall surrounding the heater core and A/C inputs.

I did have one real surprise.... the is NO cabin air filter on a 1999 tj.
