What are these wires? (Passenger rear)

I was putting my rear bumper back on today after replacing my gas tank skid and I found these two random wires hanging off of the harness that goes to the passenger rear tail light. Any ideas what they are? I've looked at the FSM and the only thing I see around that area is mention of fog light connectors, but from reading around that seemed to be export only thing.(https://wranglertjforum.com/threads/help-finding-red-accessory-light-for-stock-bumper.16633/)

Are these indeed some kind of fog light connection, or something else?

Heres the diagram from the FSM.

Those are the connectors to the 3rd brake light on the spare tire mount. There should be 2 contacts inside, opposite the terminal ends in the diagram that make mate up to the contacts located on the tailgate. The contacts look like the head of a carriage bolt.

Thanks! How odd that the service manual shows them on the driver side. When I purchased the jeep from the PO it didn't have a spare mount on the back so they must have just unhooked them and left them hanging.
