What does this empty bolt go to?

Hey all. Sure appreciate this forum...thanks all. Purchased this 99 TJ , 90K, 4.0l, automatic and learning a lot from this forum. Can someone tell me what this "empty" bolt should go to? Located on frame near drivers side bumper??

Does not look stock to me, not sure.

I'm guessing it was added as part of a sway bar disconnect to hold the link out of the way when not hooked up.
