What is this and does it come off to bedline?

I’m guessing it’s a weatherproofing of some sort. I’m about to sand the tub to apply Raptor liner. Does this stuff come off? SHOULD it?
Or scuff it, use etching paint and then Raptor bed line it?

Is that your passenger side floor board? I don't have that in my jeep... Maybe added by PO, unless different years had that? Either way, I'm sure it can be sanded or grinded off

2006 LJR. It’s behind both seats on the floorboard. Gotta be factory, completely stick and carpets never removed til I got it. Lol, was used as a fleet vehicle

My 99 had similar seem sealer. I just monstalined over the top of it.

Okay i do have that behind my seats, I scraped it with my fingernail so it'll come off. Not sure it's necessary though with bedliner... Someone with bedliner experience may offer better advice but I'd spray over it
