Winch mount or no winch mount

I am looking to get a winch on my 99' TJ I have a smittybuilt front bumper do I need to have a winch mount on this bumper.

It's hard to tell without a closeup photo, but from what I can tell, that bumper does not have a built in winch mount. So yes, you'd definitely need one if that is the case.

With that bumper, yes you need a winch plate.
