Wiper motor replacement and still have an issue

Wipers didn’t work on Jeep when I bought it. Previous owner included a new motor.
Installed and it tries to work but won’t quit turn wipers, motor got hot. Arms didn’t seem to be binding, but not sure how freely it should be.
Also, this motor is smaller than original, bolts right up but motor itself is smaller

The linkage should move freely.
