I’m not sure if I’m asking for the correct part , but I’m running 12.5 inch tires with my stock fender flares. I’m getting tons of debries on the side of the jeep. Does anyone make a mud flap extension or flare extension that would fit underneath the oem flare and extend the coverage to stop water mud devries from splashing up??

I've always wanted affordable "tube-type flares" that would bolt on in place of the existing flares WITHOUT cutting the body, but the only ones I ever found were crazy money.
I'm not a fan of the debris either, but 6" is just too much. I'll go up to Rubicon/Sahara width but whatever debris is left I'll have to live with. This also plays a role in why I put so much effort into keeping as much backspacing as I can for my tire size.
I like the tires out and a little slinging down the side of my Jeep, maybe I’m strange 
You can go back to stock wheels if you're not concerned with rubbing or turning. I bought this Jeep with 33x12.50s, stock wheels and no lift. I was lucky I made it back home on the 2 hour drive from Washington D.C.
Do you have the factory flare extensions that attach to the rockers?
Otherwise you might have to make something that hangs down from the end of the flare.

I have a set of silver flare extensions sitting in a garage cabinet; are these something anyone would want or am I just holding on to junk?
Rubicons or non? Either way, if they are in good shape then OEM's sell for around $50 to $75. Might even squeeze out a C note. Rubicons are little wider and the sought after OEM flare.

So, just to be clear, "flare extension" usually refers to the piece that @TheBoogieman circled in his post above. But I think you mean you'd like your flares to stick out a bit further.
I think I once saw some kind of clip-on "extension" that made the flares an inch or so wider. I can't find it now. Otherwise, your options are to buy aftermarket flares, or look for some used Sahara or Rubicon flares. Sahara and Rubicon flares are 1" wider than the flares that came on SE models or Sport models. Aftermarkets come even wider, as others have mentioned already.
Edit: Aha, here they are, but for a JK. I wonder if anyone makes one for a TJ. I suppose you could try something like this or this. I'd be interested to know whether it works well.

Hurricane by Rugged Ridge. Not pretty but better than the OEM 6" look. I've got 33X12.5 KM2s on 15" rims. They cover the tire pretty well. I've had kids standing on the rear flares. I've put weight on the fronts. Like others I wish they would sell a set of metal bolt on fender flares similar to these that didn't involve cutting.
