Includes wheels, I think they meant includes tires. I've seen a few Earl Scheib paint jobs and they paint everything. I have read if you did the masking, and minimal prep, the quality wasn't too bad.
I have a buddy who had a job at a cheap used car lot when we were young. Now and then they'd pay me to help transport some of the vehicles. I remember picking up a van from "Peaches Auto Paint" and they didn't tape off anything but glass, and they did a half-assed job at that. I remember the top half of the wheels and tires were painted the same weird tan color as the body.
