Hood Safety Latch

My 1997 (4/96 mfr date) hood safety latch on wrangler TJ will not open. Any suggestions on how to get it to unlatch?

the lever moves but the spring won't release the latch

Can you reach in with a long screwdriver and move the hook off the pin to release?

This I don't understand. The lever moves the hook out of postion so the hood can be lifted. The spring is simply a return so the hook stays latched in the hole in the hood. The spring doesn't release anything.

Move the lever with one hand and lift the hood with your other hand.
