2000 TJ hit a bump and engine shut down (now it won't crank)

Try putting the key to the run position and jumping the little post to the big post and see if it cranks.
Check your fuel pressure.
Listen and see if you can hear the fuel pump running.

The dash lights up , I suspect an ASD issue . If I pull the ASD fuse I get 12 volts on one side of the fuse terminal and 4.28 volts on the other terminal ( which should be zero volts I believe)
Fuel pump is not running no fuel pressure
It will crank over if I jump the starter relay
And will run on spray ether
It sounds like you’re on the right track. If the fuel pump isn't getting enough voltage, it could be an issue with the wiring or the ASD relay not engaging properly.
Since you've got 12 volts on one side of the ASD fuse but only 4.28 volts on the other, that's definitely a red flag. It might be worth checking the wiring leading to the fuel pump and the ASD relay; there could be a short or bad connection somewhere.
Also, double-check the grounds related to the fuel pump and the PCM, as a bad ground can often cause weird electrical issues. If you have a multimeter, it might help to check the voltage at the fuel pump connector directly.
