Good afternoon everyone. I got 99 tj. I’ve been having bump steer a lot. I have 4” lift with 33s. I have replaced steering box, steering damper, steering shaft, new adjustable track bar with frame bracket, I have heard that you don’t need a drop pitman arm. I do have stock one sitting around. I am not sure where to go next. Do I need the drop or not. Thank you.

No; get that garbage off of your steering gear and replace it with a stock one. You're welcome.
When I first put my lift on, I installed the DPA, no issues, but as I started to learn, I removed it and for some reason it "felt" better overall with the stock PA.
It looks like you have an RC lift, if it is and there is a dropped track bar mount drilled through the frame and using the stock mount, remove that and get a track bar that mounts to the stock mount, like the JKS trackbar.

I don't disagree with this by any means as many go this route, but if you know how to weld, you can easily beef up the stock track bar mounting bracket with some 1/4" steel. I did this after installing my zone lift, the bracket looked way too weak. I think it's a good alternative if the axle was properly aligned (hole drilled in the correct location) when the lift was installed. Although the nice thing about the JKS is if you'd ever change lift height it can easily be adjusted.
It's all or nothing, generally speaking. Most would suggest putting both back to stock.
You will want to drop the pitman arm the same as the track bar pivot point was dropped. Some of those drop pitman arms drop it like 4 inch.
There are options of you want to match the 1 to 2 inch drop that track bar probably is. I may be misremembering, but a ZJ one drops an inch, and an XJ pitman drops 2 I think? Been a while. I may have both in a box somewhere too.

That's an unusually nuanced response for how to address a dropped pitman arm and track bar bracket.
Not sure how to take that. Good? Bad? Had to look up to make sure I remembered the definition of nuanced.
It's good! Rather than all or nothing, you are suggesting that the dropped pitman arm might be the incorrect drop for the dropped track bar bracket. The two need to be matched to each other.
