I didn't readily see any rust spots on the body. It's a shame they don't have the carpet in it.

replace both bumpers, side steps, tires, flares.... then check underneath for rust....

And then ask, what's the catch?

I haven't seen one that clean that's truly in good shape go for less than 18-20k around here.

I'm not sure how the Kansas City market is when it comes to Wranglers, but provided there's no rust hiding anywhere, I don't think there's a catch. Even in AZ where LJ/LJR prices can get pretty insane, I have seen clean LJs with about that mileage appear for around $15k. 18-20k for a regular LJ would be crazy.
